: CAN A LANDLORD PUT IN THE LEASE THAT WE ARE CHARGED FOR WATER BILLS AT THE END OF OUR LEASE. JUST SO HE CAN KEEP OUR SECURITY DEPOSIT? I LIVE IN NEW YORK STATE AND, I LIVED IN THE SAME APT FOR THREE YEARS. WHEN I MOVED OUT MY LANDLORD IS TRYING TO CHARGE ME FOR UNPAID WATERBILLS WHICH HE SAYS IN THE LEASE HE HAS SAYS I HAVE TO PAY ALL THE BACK YEARS I WAS THERE WHEN I MOVE OUT . THE APT IS A 15 UNIT BUILDING WITH SOME ONE BEDROOMS AND SOME TWO BEDROOMS . HOW CAN HE TELL HOW MUCH WATER I SPECIFICALLY USED? ANY ADVISE YOU HAVE ON THIS IS VERY HELPFUL.
