as far as i know, you should not have to do the repairs yourself, especially at this late date. if he has your deposit he will deduct it from that. if he's an honest guy then you shouldn't be out any more cash than you would have if you had done the repairs. but his late-minute flip-flopping is suspicious. i would just not do anything. you're already moved out, right? nobody has anythign in writing specific to this repair. i dunno if you had a lease but rental laws say the deposit is to be used for repairs to an apartment beyond normal wear and tear, so that should cover you. this LL is probably just lazy.
