Well, you may be right, but this is what happened:

At the post office earlier today they told me that for some reason it was not deliverable--weird markings on the envelope. Nothing about the DHCR not signing it, but rather "not deliverable." How can that be?
The post office people said the address may have been wrong. It wasn't. They wanted to return it to me, but I prevailed on the postmaster to send it out again. They said they will send it to the postmaster in Jamaica by post office, and ask for redelivery. Did I screw up?
