If you decide now or in the future to deliver your paperwork to DHCR by hand, be sure they sign for it, but personally I wouldn't do it that way. If I were you I would let Fed-Ex or the post office deliver it(registered or certified) and get DHCRs signature-that's what Fed-Ex and the PO get paid for:
