My point was that New York City tenants have the legal right to install a second lock.
I also believe that any tenant, anywhere has a common law right to instill a security chain and/or a bolt to give greater protection when the tenant and/or his family is home. The chain and/or bolt can be unfastened by anyone present in the apartment or house to give access to the landlord.
