Is there a cap on how much a landlord in NYC can request to hold as a security deposit?

I have non functioning electrical fixtures in my apartment (ceiling and wall). I have written requesting the landlord repair them, but have gotten no response - can I make the repairs myself and deduct the cost from my rent?
