If the landlord has any intelligence he'd want to let you leave - a tenant that has problems with roaches immediately and doesn't want to let the landlord exterminate sounds like a problem tenant. Most buildings have monthly exterminators to help keep roaches and mice out.

: I just rented an apartment outside the city and it was delivered in an uninhabitable form. In other words, it had roaches. Do I have a right to vacate my lease on the grounds that the apartment was not delivered to me in a habitable form? To be honest, I would prefer to get out rather than deal with the LL trying to exterminate.
