Air conditioner - Landlord's responsibility?

I am in a non-stabilized/non-controlled apartment, and this is the only unit the landlord owns.
When I moved in, there were 2 air conditioners in perfect operating condition. 3 years later, one of them has died.
Whose responsiblity is it to replace this air conditioner?
I believe it falls to my landlord...
