Chris G is correct, the apartment must have two means of egress, in this case, both of which are doors. Window guards are required on upper floors when a child under 10 lives in the apartment. They are optional in other circumstances.

So this apartment, being on the ground floor, doesn't need window guards at all. However, some people like them as inexpensive way to secure the apartment. It's a trade off to consider. Maybe you'd want to remove the rear bars, facing the garden, so that you could install an air conditioner, and since it is less likely that an intruder would attempt to gain access through a rear garden.
