Advice for security deposit withheld

We recently moved out of the bottom floor of a Long Island, NY house.

The tenants above us were very noisy and disrupted our sleep 3-4 nights a week.

We informed the LL that we not going to renew the lease and would take possession of a new property on the 1st June. This was 5 weeks before the lease ended on the 30th June

The LL inspected the property and found no faults in its upkeep

The LL requested that we also remove all our goods and vacate by June 1st

The property was left clean and in good order by the date specified

A new tenant moved in on June 1st so continuous rent is being collected on the property

Now the LL will not return our calls.

How can we check to see if a single property can be legally rented to 2 separate apartments?

Do you suggest:
- Can we expect to have the security deposit returned?

- Should we contact Attorney General and/or write letters


Any help will be appreciated.
