: 4 year rule should not apply if no initial registration.......i think this is the current thread of several cases on this issue (cites available upon request), DHCR vehemently disagrees.....see new rent code! if anyone has asked for the COMPLETE rent history for their apartment from DHCR and was only given the rent history for the last four years and was told that only the last 4 years is relevanant and/or that is all you are allowed access to,,, let me know,,,, i'd like to sue DHCR to stop that outrageous practice,, thanks

(Now if only I could find a lawyer to test 'collateral estoppel' of HP actions in small claims court.....)
