You cannot hold this persons possessions hostage for the phone bill- you have to return them to her- the phone bill is a totally separate issue. Even thou she moved out before the end of the month, you cannot change the locks until July 1-if she has any smarts she'll go to the police. Did you ever think to put a block on the phone so roommates can't run up charges like that? Roommate can buy a phone card or get a cell phone.
