Electrical outages

This problem has been on going with the land-
lord of repairs never being made, and severe
hard-ships,such as no oven,had to replace my
refrigerator as it gave up the ghost,kitchen
walls collapsed,city had to reapair,because of
leak from up-stairs apt.also bathroom ceiling
collapsed due to water fall from up=stairs.Now
it is the electrical lighting,which I have had
a problem with since I moved.Last year the
out-let was arcing,and He LL finally had to
do some-thing.How-ever the same problem per-
sists.Now the lights are going out every day
some days several times a day.I have a fan and
a light,ref,and a tv.on.I am going out of my
mind.Am I allowed to get an out-side electrican
to fix.I live in Queens,with 6 apts.on one side
and 6 on the other. Rent stab.Also the other
tenants in the bld.have a/c on and all manner
of micro waves etc.They have outages but nothing
like mine.The City atty.is suing him to fix
what needs to be fixed.I am trying to reach him
for a reply.However what else can I do.It is
stifling hot in this apt.I work at night and
sleep during the day. I am desperate for help.
