well, if you want a rent-controlled apartment, you may have to first get a time machine and go back a couple decades ... :^)

seriously, depending on what you have in mind or where you're thinking of living, my advice is to just get here and start looking around. familiarize yourself with the different neighborhoods and stuff. are you planning on moving to manhattan? don't forget the other boroughs, brooklyn is still the coolest, IMO.

while hanging around for a while, you should watch villagevoice.com's classifieds like a hawk, they're updated nearly every day and are the best source for no-fee/stabilized apts beyond good ol' word-of-mouth.
try to have an idea of what you want but be ready to compromise.
