Hanging the rainbow flag from your fire escape doesn't sound like it's illegal. However, the fire escape is not part of your demised premises, nor is the outside of your window.

Your landlord has given you more than you're entitled to, by letting you display Christmas decorations (on the fire escape?), and by saying you can hang the rainbow flag outside your window.

You might consider filing a complaint with the city Human Rights Commission, but the landlord's offer to let you hang the rainbow flag outside the window would seem to weaken your case.

By the way, how is a five-unit building rent stabilized? Did it have six or more units on the base date?
