The modest proposal in last week's
column for easing New York's
housing crisis ....
A buyout program could be much cheaper, according to
landlords and lawyers who currently negotiate such deals. Dan
Margulies, executive director of the Community Housing
Improvement Program, a trade association of building owners,
estimated that the average buyout today costs the landlord about
$25,000 in Manhattan, and half that amount in the other
boroughs.
But while tenants
have reacted enthusiastically, the politicians and advocates who
claim to represent tenants' interests have been notably silent so
far. They don't call. They don't write. What could be stopping
them?
