New Refrigerators???? MCIs??

Posted by Alex on July 21, 2001 at 14:15:30:

From the TenantNet e-newsletter:
>>The plan [for new refrigerators] is disguised as an energy-saving measure, but those who remember a similar effort a few years ago where the city paid landlords to replace toilets en masse will remember massive fraud, shoddy equipment and installation, targeting of areas with poor tenants, and a policy created by DHCR threatening tenants with eviction if they didn't comply with the "optional" program. Green's plan (ostensibly to be paid by the cash-strappped city that can't hire housing inspectors) to give landlords $240 for refrigerator replacement replaces (or is it in addition to?) a state plan that hands out $160. Moreover, there's nothing to stop owners from seeking concurrent building-wide MCI's (if it's a building-wide program) or vacancy increases. The existing DHCR MCI program requires that in order for owners to recoup the cost of new refregerators, the old refrigerators must have outlived their useful life of 15 years. Green shortens that to 10 years.>>

HOW CAN WE STOP THIS NOW? I had this exact experience with the shoddy toilet my felonious landlord installed, and it's still causing me a problem. Can anyone stop Mark Green (he won't be getting my vote if he runs for Mayor)? Who can I contact to make sure this gets voted down?
Wouldn't the cost of these refrigerators that's passed along in any MCI have to be reduced in some J-51 sort of thing?

And in a larger scope, WHY do landlords get rent increases that last forever on items that are paid off practically in months in this case? How can we get rid of this loophole?

If I went out now and bought my own refrigerator it would be cheaper in the long run. What are the rules for this in a rent-stabilized apartment?

Landlords need to be stopped now, by any and all means possible.
