MCI as part of Base Rent?

I live in a rent stablized apartment in Manhattan. Recently the owner was granted a substantial MCI increase. That increase is now showing up on my monthly rent bill, as a separate item. (I'm paying it, of course.)

But now my lease is up for renewal, and I've noticed that in the new lease, the owner has included the MCI as part of my Base Rent, so the increase (6% over two years) is based on that total amount.

Is this right? Is the MCI part of the Base Rent now?

Any help would be appreciated.
