noise law?

Dear Netters,

There is a fake water fountain in the courtyard
of my apartment building. The water pump is
located under my apartment. When it operates, it
rocks the wall and makes noise in my apartment.
I would wake up several times during the night
and the weekend was like torture. I've got
headache because of it. The plain, repetitive
noise of the water pump is worse than somebody
playing loud music next door (for music it at
least has some rhythm). In the last 4 months
since I moved in, I've talked to the management,
sent them certified letters and all, but nothing
happened. I even offered them to move out
(it's a one year lease). This month I stopped
paying rent.

Also, when I was showed this apartment, even
after I specifically asked if the laundry room
was under my apartment (because of the noise),
I was not told of the water pump. But it's much
much worse in terms of noise level.

I wonder if there is law regarding this.
According to the lease I signed, if a tenant
makes noise bothering the neighbors, he/she
should move out, but it says nothing about
landlord making noise (this whole thing sounds
stupid, I know). I am thinking to find a lawyer.
Before doing that, I'd like to hear your opinion.

For that matter, I live in Los Angeles.
