Actually, you're very wrong. Years ago, this was either true or it didn't matter. Then they invented the 15% vacancy rate, now the 18-20++%. Now it matters a lot. So landlords pressured DHCR to agree that if you ADD someone other than your spouse and a couple of similar exceptions, the lease is 'new' and a 'vacancy lease'.

If you take people off the lease, it is a renewal lease.
