I can help a little: the Cert. of Occupancy can be obtained from the Dept. of Buildings (DOB) i think there are offices in each boro. Also residential buildings must be registered with the Dept. of Housing and Preservation (HPD). Both agencies are listed in the blue pages. It is not legal to collect any rent if a building is in violation of the C of O, or if the building is not registered with HPD. I hope this helps.
