If you have NO LEASE,(month to month) then the landlord can change the terms with a 30 day notice, WITH a lease you can demand the landlord pay for it or terminate the lease because the landlord broke it.
Send a registered leter return reciept, giving the landlord 5 days to replace the water softener or you will deduct the $48 plus $12 a month from the rent each month till your lease ends.
The landlord CANNOT change the lease terms ...PERIOD!
