R5 zone basially means that a 3-family can be converted into a legal 4 fam, the 4th apt. being the basement. I guess you can report the basement apt as illegal. if its not, the tenants stay. There is a also a noise control bureau where you can make reports of noise although it is not anonymous, but the bureau makes a report to the police and they come investigate and talk with the tenants about any disturbance. Although, you cant complain about noise during the regular course of day - thats just life in the city.
