The individuals at DHCR (with whom I have little faith), quoted me on numerous occasions that there is no time-limit, nor expiration of the order. LL obtained this order of reduction from DHCR when it went into effect in 1987, he did not respond to it then.

He was made aware of the problems in that year, my numerous telephone calls and letters thru the years (all saved for reference).

Any additional information or opinions would be welcomed. Thank you in advance for your ideas and/or comments.
