Maybe the guy was an architect who might be brought in to finish the job-or if it was a bank appraiser she might be looking to refinance-or it could be a building inspector looking to see if there are any violations, if the work that has been done is satisfactory.
Is she selling? Just ask her. There really is no harm in letting her know you might be interested. There is a web site to look up the property tax and water bills on a property http://nycserv.nyc.gov/NYCServInquiry/NYCSERVMain
