violation of tenant rights

i currently live in a private house at (900 per month). the security deposit was forfeited and agreed by both landlord and tenant in march 2001. the lease expired some time ago and now the landlord wants to enter into a 1yr lease agreement. i was notified on 09-06-01 that as of 09-01-01 the rent would be $950 and requires a security deposit of $950 by 09-15-01, totalling $1900. this is an outrageous gesture. is there any law protecting the tenant. basically i have no means of getting $1900 in less than 1 week. please advise or refer me... thank you.

p.s. this is a private house with a basement that was illegally converted into an apartment. with numerous violations and fire safety hazards. (not rent stabilized or rent controlled)
