Careful about stating in your court papers that these conditions have existed "for years" They will want to know why you waited so long, and since it has been so long, you lose credibility and it could be inferred that conditions are not sooo bad, otherwise you would not have waited so long.
The only thing you will be able to obtain in an HP action, financially, is a rent abatement. You have to sue in another court for monetary damages.
