You have the right to the "quiet enjoyment" of your apartment, and you should notify the LL about what has transpired (certified mail) asap. Follow the advice of the police by both filing charges against this neighbor and obtaining the order of protection, sending along copies of both to the LL. As per your living situation, at the very least what that tenant is doing is causing(permitting) a nuisance, which here in NY is grounds for eviction.
