Tenants locked out of the building!

I live in Washington Heights, Manhattan. The electronic lock on the exterior door of my building was recently changed so that keys no longer work-- only newly issued key cards will work on the door.

There was no prior notice. No attempt to get us key cards before the change was made. No discernable effort to get us key cards AFTER the change was made. After a weekend of frustration we got ONE card, for four tenants in the apartment, and they say they have run out. No guarantee of when the other cards will be delivered. Every day I see other tenants struggling with the door, so I know many of them don't have keys either.

I've already had a face to face meeting with the building ownerm Ron Shoshone of Sirkin Realty. It did no good. I'd like to file a formal complaint. I've never done this before. Who can I call? Who do I write?
