Thanks for the reply, column G "New Rent" for the one year lease states unchanged amount, but the box for lower rent is not checked. Also line 5 "Lower Rent to be charged" has no stated amount and no box checked for "Agreement attached". Column C "Authorised Applicable Guidline Increase" states the amount equivalent to the 4% increase.
So what does it mean?

: What exactly was written or typed in the space where the 4% should have been? Is it blank or is something there? I'm assuming you're rent stabilized, so the standard renewal lease form has a space, I believe it's column G or 5 where it asks if a rent lower than the legal regulated rent is to be charged, is anything there?
