Unless the building is specifically advertised and marketed as a "non-smoking" building (and some are nowdays), with clauses forbidding smoke in each lease, there is nothing you, the landlord, or anyone else can do about someone smoking in the privacy of their apartment.
NYC laws do ban smoking in hallways and common areas.
I think Consumer Reports online had an article with comparisons and reviews of differet air filters. (www.consumerreports.org) You might want to check it out.
