I received a rent record from DHCR dating back to the early 90's and the current rent for the entire 4 bedroom is $1800.00 dollars. I am being overcharged $400.00 dollars every month. The person that is on the lease moved in 1998 but NO longer lives here. What should I do when I don't even know who this person is that is cheating me? Can I still file a small claim?
