Essentially all of you are in a difficult position that will not be relieved until someone take actions. If the slovenly roommate #1 is a month to month tenant with no lease, she can be kicked out on 30 days notice BY THE LANDLORD. How do you arrange things ... does each roommate have seperate agreements and pay seperate rent to the landlord, or do you pay rent all together to the landlord?

If the landlord truly has seperate arrangements with each roommate, he could give notice to just her to leave and continue renting to the rest of you. However it seldom works out this way. If one person must be removed, the landlord has to go to court, and in all likelihood ALL of you would be evicted from the apartment.

The landlord may think he's doing you a "favor" be asking you to kick her out then offering to continue to rent to you, but he's asking you to do something that is his responsibility.

Unless you think you can "talk her out" of the apartment, you'd be best off leaving yourself, finding a better place, and let those who remain deal with the slovenly one.
