as long as the work is done in a competant workmanlike (huh?) manner, and ACCORDING TO CODE LL can pretty much do as LL likes. Electrical work, building wide, requires a permit, as do plumbing risers. As far as the guys right outside your window, not before about 7am and not after 5pm. So get out of the apt during the day.
