Don't pay any mind to the jerks who responded that the LL can do this however, whenever he sees fit. there are many regs. about construction aside from elec & plumbing. If you wan to really get the whole story take a trip to the Dept. of Buildings. Have them give you a Block and Lot number. With this # you can find out virtually anything about a building in NYC. If its legal, up to code, has violations, zoning, permits, etc.. You can even find out how much the LL paid for it. With a little time you can really educate and protect yourself from underhanded LLs. It has saved me over ten thousand dollars. The contractor must be licensed with NYC or State. work is restricted to 7 am to 5pm M-F. Work at nite or on weekends requires an additional permit. More info is available at: http://www.ci.nyc.ny.us/html/dob/home.html
This is the DOB home page - use it, you'll be sorry if you don't. Good Luck.
