You are well within your rights to say no. And my guess is that unless that closet is a huge walk-in, they will probably leave you with a closet so small that it would be useless. If you give them permission, you are entitiled to a rent reduction for that decrease in dwellng space. For that you have to file with DHCR. And landlord will most likely be required to obtain a permit becasue the simnple closet re-configuration is altering the size of both apartments. Perhaps LL will volunarily reduce your rent to compenste for the loss of the closet, if you do decide to say ok. Otherwise, you keep that closet as it presently exists until such a time as you move out of you apartment.
