NOt necessarily. If rent regulated, owner can use the owner occupancy grounds only if owner is a natural person and only if LL hasn't already taken over another apt for that reason. Also, especially if rent regulated, the tenants rent would be reduced (per filing with DHCR) due to a decrease in dwelling space for that tenants apt.
LL cannot move to evict on grounds that tenant refuses to let LL take the closet.
