Do no be confused, you do have a case - Yep-the last tenant was obviously rent controlled. File a Fair market rent appeal right away.
You can download from www.dhcr.state.ny.us - look for Rent Administration, then look for Forms, then download RA-89 FMRA and RA-89.1 FMRA Information. File by certified mail, return receipt, and file in duplicate because they lose everything. It's better to go down there in person and file.
