She most likely did make it herself. If that's the extent of the damage then she's clearly ripping you off. I would suggest $150-$200 for the damage. She has a maintenance person who makes repairs, etc in the bldg? This person is on a salary? How much does the paint cost? Take her to court and see if she has the guts to submit a phony document to the judge.
