I read a newspaper article where a lady with little income could qualify for a program that lets poor people become home owners.

Has anyone heard of this program?

Is it available in NY or is it just something that developers do?

Also, I have read that developers sometimes have to create low-income units in suburban developments to get their projects approved. Is there any way to get into these low-income units (are they doled out by a housing authority or by the developer -- in that case, is there any central registry, do you have to already live in the town, etc.)? I would ideally like to be suburban b/c the schools are better than here but here is closer to my work.
