No, your landlord can't impose a retroactive rent increase. Beyond that, I just don't know what to say.
You really need to take the time and effort to reduce your problem to its essentials, without raving and ranting, and describe everything clearly and BRIEFLY, if you are expect people who have no stake in your situation to read your post and reply in any detail.
