We are soon to be moving into an apt that our current LL has offered us. I can't find a phone jack. I believe it's because the 2 family home was previously occupied by one family and that the jack is not located on the first floor where we will be living. Is it the landlords responsibilty to have that installed?
Also there is only one gas meter for the whole house. The co. told us that either one has to be installed or gas needs to be included in the rent.

Basically, my question is whether or not it is up to the LL to deliver the apt with access to phone service. If you could point me to any sites that have the law that would be great as well
