same thing happened to me, our landlady didn't understand the concept of the gas meter (she's new to the whole LL game). we finally got her to understand the fact that there was only one meter for all the cooking gas in the building (which tenants in NYC ARE liable for). so she put the bill in her name and will pay for it all form now on. only time will tell if she pays us back the money we paid for the other tenants. the link below specifically addresses this gas issue.

as for the phone thing, if the LL is at all a human being he will have a line installed for you. if not he will make you pay for it all, even tho it is the kind of thing you expect to have already, like doorknobs. maybe when you move out you can have it removed again :)
