does reduction of services mean reduction of rent?

I live in a 100 year old rent controlled building in New York, NY. At least 40 units in building. Our cooking and laundry gas have been shut off for two months due to gas leak. Apparently, pipes were not up to code and ConEd wouldn't turn gas back on until they were up to code. We still have no cooking gas (2 months later) and my landlord refuses to reduce rent. Do I have any rights?
