manageing agents different for renters in a coop

pls someone input needed. my building is a coop but has rentals as it was non-eviction (rent controlled and regulated) - they now have tow different managing agents. one for renters, one for shareholders, - can they legally do this??? i read somewhere they cannot. the building has been coop for about 16 years. thanks!
