A relative (who lives in a house in Pennsylvania) redid her floors over 15 years ago, and they still look nice, so I don't think that re-doing floors ever 3 years makes sense. As I recall it involves a lot of sanding and you can't have any furniture or objects at all on the floor for 48 hours or so while the polish dries.

If you want the landlord to redo your floors the best time to bring it up would be before singing a new lease - state that you'll consider renewing if he'll agree in writing to re do the floors.
