i know some LLs don't allow tenants to put in-window air conditioners in windows that overlook the street, because they feel it makes the property look shabby. i'd wager your LL thinks the same of black plastic covering the windows of his building. Really, black plastic on the outside of a window is one step away from nailing plywood over it, aesthetically speaking. this isn't a judgment, it's just a reminder that the LL probably won't like how it looks on his windows. thus, he asks/tells you to remove it.

put clear plastic on the inside of the windows, buy some heavy drapes to keep the light out. it'll cost ya, but it will keep the peace in your building. also it will the howard hughes comparisons to a minimum :^)
