Well each city seems to have an "untidy and unsightly bylaw", so if a neighbour were to phone in a complaint, the property owner would be forced to remove them. Also you are renting a suite inside the house, which does not give you rights to modify the outside. The inside should be just as good, as it's the two in combintation that cut down on heat flow, and effect of wind would be same on either. If he is willing to let you put them inside, go with that.
