Vicious dogs

I live in SI, NY in a old house built around twenty or so years ago, which has been converted into four units apartments. The rent is not rent-controlled, nor do I believe is stabilized.I live in the second floor, and there is one apartment (3rd floor) above me. Recently my landlords rented to a couple, and their two vicious dogs. The dogs bark,hiss, growl, and at time scratch their doors, each and everytime I go in and out of my home. At times, they also trapped like horse above my head. I have complaints to my landlords, and been told that if I don't like it to move out. That my neigbors have a lease, and that they pay rent. I too, pay my rent, and have a lease. I was told that no dogs were allowed at the time I moved! Now, I'm told to move!
I am afraid of these, in particular, their pitbull! whom I seen drag
her owner when she takes her out. There is no place to run, nor hide
if I was to be attacked, and the owner would not be able to control her dogs. I am not ready, nor wish to move.Any advice?
