A few questions:
Do I have to receive a rent increase in writing? On the timing of it, is it when the LL sends it to me, or when I receive it, that determines when it was given? (For example: if the LL sends it in the end of Dec, but I receive it in early Jan, would it take effect in Feb or March?)

What obligations (if any) does the LL have to tenants - painting every 3 years, etc.?

(In NYC, non-rent controlled/stabilized unit). Thanks!!
